Hypogonadotropic hypogonadism is caused by decreased production of a hormone by the hypothalamus. The hormone, called gonadotropin-releasing hormone, is the first step in a process that stimulates the testicles in males, and the ovaries in females. Most cases of hypogonadotropic hypogonadism are inherited.
